A member of Reclaim Democracy, Kansas City area chapter, responds to Councilwoman Becky Nace's letter on TIF and Wal-Mart:
First, I agree with Councilwoman Nace's stated objectives to support the school district and infrastructure of the Blue Ridge area and community.
However, I question the logic of Councilwoman Nace's statement that "Walmart will receive no benefit from the TIF." I understand that Wal-Mart may not directly receive Tax Increment Financing. But indirect benefits clearly accrue to Wal-Mart. If this were not the case, why would that message "... not be received by them as they will simply locate elsewhere"?
Wal-Mart would not choose differently if the TIF did not provide specific benefits to Wal-Mart that would be lost if these arrangements were not made.
Our concern is that, in the long run, the school district and the neighborhoods will not benefit as Councilwoman Nace suggests.
Concerns include that Wal-Mart, as opposed to some other tenant, could potentially result in lower overall wages and other harm to the larger community. I urge the councilwoman and all readers to study our Articles, Studies and Resources on Wal-Mart. I seriously doubt that Wal-Mart is the only possible avenue for Blue Ridge Mall to regain viability. TIF arrangements to support a different client mix could very well provide the desired benefits to the community.
Our message is not directed at Wal-Mart. Wal-Mart has heard our message. (i.e. Kansas City Star: Ill Wind for Wal-Mart). Our message is intended for the citizens who must decide if financing (even indirectly) the installation of a gigantic Wal-Mart in their community is in the best interests of that community.
